Everware Contributes to First Version of Homeland Security Enterprise Architecture


Everware expertise in component-based architecture enhances the HLS EA v.1

FAIRFAX, VA - March 1, 2004 - Everware, a leading provider of enterprise component solutions for Government and the Global 2000, announced its role as a key partner on the multi-year effort to develop and manage the Enterprise Architecture for the Department of Homeland Security (HLS EA).

SAIC and its subcontractors, Everware and HPTi, were awarded the first task in the Summer of 2003 to rapidly establish a high-level EA to support the Department's annual budget cycle. The EA was produced in less than 4 months and was delivered in September, 2003. The purpose of the EA v.1 is to create awareness of homeland security as an enterprise. Due to the newness of the DHS, this is the first document to show the integrated functionality of the Department and the role of each organization within the whole. While the EA v.1 is conceptual in nature, it is already providing guidance to the DHS organizational elements for investment management and consolidating duplicative systems. At the completion of the effort, Steve Cooper, the DHS CIO, told a House of Representatives subcommittee, "We have accomplished something unique in the Federal government: We designed and delivered a comprehensive - and immediately useful - target enterprise architecture in under four months."

DHS, which was formed from 22 separate agencies, has a critical need to consolidate data and applications in support of its mission. With over 700 legacy applications and 180,000 employees performing vital functions in the national interest every day, the EA provides a roadmap for transitioning to a more responsive and consistent IT capability in support of those functions.

Everware played a significant role in developing the EA v.1 and lead the effort to develop the Target Architecture which is based on a component-based foundation. The team leveraged Everware's component-based architecture expertise to produce a vision of a "file application": access through a portal to capabilities, or services, offered by a layered network of software components. The Transition Strategy assigns the stewardship for the components to 29 "conceptual projects" that are responsible for fielding these capabilities.

According to Karl Kropp, Director of the SAIC Center for EA and Program Manager for the HLS EA team, "To successfully deliver version 1 of the EA, we needed to ramp up quickly with experienced individuals who could hit the ground running. Everware took the lead on the Target Architecture and provided specific expertise in components and service-oriented architectures that allowed us to advance the state of the art in Federal EA along the lines advocated by OMB."

DHS faces an enormous challenge to deploy an agile, integrated IT infrastructure - both hardware and software - as rapidly as possible. An effective EA is an absolute necessity to guide and direct that transition."

The HLS EA v.1 is just the first step. The second version of the EA is currently under development and is due to be delivered in early Fall, 2004. The EA v.2 will promote a greater understanding of the homeland security enterprise and will indicate additional opportunities for rationalizing and consolidating application systems. One example of this is already underway: the EA team is developing the "solution architecture" for back-office support, including financial management, asset management, grants management, procurement and other common functions.
